Go to Dell and download all the drivers for the system you have, after the fresh install of XP, install all the dell drivers. i also and removed the acer screen saver kept it disabled . Clogged heatsink, bad thermal paste. -you might have a driver conflict/ issue causing DPC's to consume your cpu cycles. When the CPU was going up to 100% from listening to web radio in Firefox, I tried switching over to IE and got the same results -- no improvement at all, Password and the accounts don't match.
